ለአሪዞና አንድነት መረዳጃ እድር አባላት በሙሉ፣

የአሪዞና አንድነት መረዳጃ እድር የቀድሞ ኮሚቴ በMarch 30, 2024 ቀን ጠርቶ በነበረው የጠቅላላ ጉባኤ ስብሰባ ከታች በቀረቡት ጉዳዮች ላይ ድምጽ ሊሰጥበት ተስቦ የነበረ ቢሆንም በጊዜ ገደብና በሌሎች ምክንያቶች የተነሳ በሁሉም የሕግ ማሻሻያዎች ላይ ድምፅ መስጠት አልቻልንም ። የኮሚቴው አባላት በእነዚህ ማሻሻያዎች ላይ ምርጫችሁን ለማግኘት አማራጭ ቴክኖሎጂዎችን (ቴሌግራም ጣቢያ) ለመጠቀም ሞክረዋል። ቢሆንም ግን ከአባላቱ መካከል ግማሽ የሚያህሉት የእድሩን የቴሌግራም ገጽ ላይ አልተመዘገቡም ። ስለሆነም ተቀባዪ ኮሚቴ February 1 ቀን 2025 ዓ.ም ጠቅላላ ጉባኤ እንዲጠራ ወስኗል። ኮሚቴው የሚሻሻሉትን ሕጎች ከዚህ በታች በዝርዝር አቅርቧል:: እያንዳንዱ አባል ማሻሻያውን በማንበብና በማወቅ በ February 1, 2025 በሚደረገው ስብሰባ ላይ ድምፅ ለመስጠት ዝግጁ ሆኖ መምጣት ይጠበቅበታል። በቀረቡት ማሻሻያዎች ላይ February 1,2025 ዓ.ም በተገኙት አባላት የመጨረሻ ውሳኔ እንደሚሰጥ ከወዲሁ ኮሚቴው በትህትና ያሳስባል።
የእድሩ ኮሚቴ ከዚህ በታች በተዘረዘሩት 18 ጉዳዮች ላይ ድምፅ እንዲሰጥ ሐሳብ አቅርቧል። 15 ከቀረቡት ሃሳቦች ውስጥ የድሩን ሕግና ደንብ ማሻሻያ እና 3 ሀሳቦች የእድሩን የገንዘብ ሁኔታ ለማሻሻል የቀረቡ ናቸው::

የመተዳደሪያ ደንብ ማሻሻያዎች

አንቀጽ 33.1 “ጠቅላላ ጉባኤው በአመት አንድ ጊዜ ብቻ ይሰበሰባል። የሚሰበሰብበት ቀን፤ ቦታ እና ሰዓት በአመራር ኮሚቴው ተወስኖ ቢያንስ ከ15 ቀን በፊት ጥሪ ይደረጋል::” ይላል። ነገር ግን ይህ እድር ከተመሰረተ ጀምሮ በየአመቱ አንድ ጊዜ የጠቅላላ ጉባኤ ስብሳባ ተድርጎ አያውቅም። በሁለት አመት አንድ ጊዜ ሲድረግ ቆይቷል። በተጨማሪም የአባላት እና የኮሚቴዎች የኑሮ ሁኔታ እና የስራ ጫና በየአመቱ የጠቅላላ ጉባኤ ስብሰባ ለማድረግ አይስችልም ። ስለዚህ ይህንን አንቀጽ ማሻሻል አስፈላጊ ሆኖ ተገኝቷል። ይህ አንቀጽ የሚሻሻለው እንደሚከተለው ይሆናል “የጠቅላላ ጉባኤ ስብሰባ በየሁለት አመቱ አንድ ጊዜ ይደረጋል። የሰብሰባው ቀን፤ ቦታ እና ሰዓት በአመራር ኮሚቴው ተወስኖ ቢያንስ ከ15 ቀን በፊት ጥሪ ይደረጋል::” በ1ኛው የማሻሻያ ሀሳብ፦

አንቀጽ 33.4 “የጠቅላላ ጉባዔ ስብሰባ ለማካሄድ እና ውሳኔ ለማስተላለፍ ከመደበኛ አባላት መሃል ከሁለት ሦስተኛው (2/3ኛ) በላይ አባላት በስብሰባው ላይ መገኘት አለባቸው።የእድሩን ህልውና የሚመለከት ጉዳይ ከሆነ ግን ከሰባ አምስት ፐርሰንት (75%) በላይ አባላት በስብሰባው ላይ መገኘት አለባቸው። ይህ ካልሆነ የእድሩን ህልውና አስመልክቶ መወያየት ቢቻልም ውሳኔ ማሳለፍ ግን አይቻልም።” ይላል። ነገር ግን በስራ እና በተለያዩ የኑሮ ሁኔታዎች ይህ ነገር ፈጽሞ ሆኖ አያውቅም። በየትኛውም የጠቅላላ ጉባኤ ስብሰባ ላይ 2/3ኛ ምልዓተ ጉባኤ ተሟልቶ የማያውቅ ከመሆኑም በላይ ለሁለተኛ ጊዜ ስብስባም ተጠርቶ አያውቅም። በህገ ደንቡ ላይ ቢጻፍም በተግባር ግን ተሽሯል። የ2/3ኛ ምልዓተ ጉባኤ (Quorum) የእዱሩን ህልውና በማይነኩ መደበኛ ጉዳዮች ላይ ለመዋያየት እና ለመወሰን ችግር ከመፈጥር ውጪ አስፈላጊ ሆኖ አላገኘንውም። እንዲሁም ጥናት በምናደርግበት ጊዜ አብዛኞቹ የበጎ አድራጎት ድርጅቶች የጠቅላላ ጉባኤ ታዳሚ ቁጥር አነስተኛ እየሆነ ስለሚያስቸግራቸው (Low Attendance Rate) እጅግ በጣም አነስተኛ መቶኛ (ከ5% እስከ 10%) ምላዓተ ጉባኤ እንዲሆን በህገ ደንባቸው ውስጥ ያስቀምጣሉ። እኛም መደበኛ ጉዳዮችን በተሰበሰቡ አባላት ስንወስን የቆየን ስለሆነ ወደፊትም በዚሁ መልክ እንዲቀጥልና 2/3ኛ የሚለው ምለዓተ ጉባኤ በጣም ትልቅ ከመሆኑም በላይ ለአስራር እንቅፋት ስለሆነ እንዲወጣ ኮሚቴው አምኖበታል። ስለዚህ የእድሩ ምልዓተ ጉባኤ መቶኛ ወይም ቁጥር በከፍተኛ ሁኔታ መቀንስ አስፈላጊ አስፈላጊ ሆኗል። የእድሩ ምልዓተ ጉባኤ በስብሰባው ላይ የተገኙ የኮሚቴ አባላትን ጨምሮ 10 መቶኛ (ማለትም 47 አባላት አሁን ካሉን 471 ቋሚ አባላት መካከል) እንዲሆን ሀሳብ ቀርቧል። በማሻሻያው ሀሳ፦

የአንቀጽ 33.4 የመጀመሪያ ዐረፍተ ነገር በዚህ መልኩ እንዲሻሻል ሀሳብ ቀርቧል “የጠቅላላ ጉባኤ ስብሰባ ተደርጎ የእድሩን ህልውና የማይነኩ መደበኛ ጉዳዮች (ማለትም እድሩን ከማፍረስ ውጪ ያሉ አጀንዳዎች) ላይ በአካል በተገኙ አባላት፣ በወከሉት ድምጽ፣ በዙም (Zoom)፣ በቲምስ (Teams)፣ በቴሎግራም (Telegram) እና ሌሎች የተለያዩ የቴክኖሎጂ መድረኮችን (Technological Platforms) በመጠቀም ስብሰባው ላይ በተሳተፉ 10% ወይም ከዚያ በላይ በሆኑ የእድሩ አባላት ውሳኔ ሊሰጥበት ይችላል። 10% አባላት ከተገኙ ምልአተ ጉባኤ እንደተሟላ ይቆጠራል። የጠቅላላ ጉባኤ ተሳትፊ ቁጥር ሲቆጠር የኮሚቴ አባላትን የሚጨምር ሲሆን የተለያዩ የቴክኖሎጂ መድረኮችን በመጠቀም የሚሰጥ ድምጽ እኩል ተቀባይነት ይኖረዋል።” በዚህ የማሻሻያ ሀሳብ፦

አንቀጽ 34.2 “የስብሰባው ምልዓተ ጉባኤ ተሟላ የሚባለው ከመደበኛ አባላት መሃል ሁለት ሦስትኛ (2/3 ኛው) አባላት በስብሰባው ቦታና ሰዓት በአካል ሲገኙ ብቻ ነው::” ይላል። ነገር ግን በውክልና ድምጽ እና ስብሰባው ላይ ለመሳተፍ በአካል ሳይገኙ በ Zoom፣ በ Teams፣ በ Telegram እና ሌሎች የቴክኖሎጂ መድረኮችን (Technological Platforms) ተጠቆሞ ድምጽ መስጠት የሚችሉበት ሁኔታ ከተመቻቸ፣ ይህ አንቀጽ አግባብነት አይኖረውም።” ስለዚህ ይህ አንቀጽ በዚህ መልኩ እንዲሻሻል ሀሳብ ቀርቧል። “መደበኛ አጀንዳዎች ላይ ለመወያየት የስብሰባው ምልዓተ ጉባኤ ተሟላ የሚባለው ከመደበኛ አባላት መሃል 10 መቶኛ አባላት በስብሰባው ላይ በተለያየ መንገድ ሲሳተፉ ነው። በአካል በመገኘት፣ ውክልና በመስጠት፣ በ Zoom፣ በ Teams፣ በ Telegram እና ሌሎች የቴክኖሎጂ መድረኮችን (Technological Platforms) በመጠቀም የጠቅላላ ጉባኤ ስብሰባ ላይ ተሳታፊ መሆን ይቻላል።” በዚህ የማሻሻያ ሀሳብ፦

አንቀጽ 34.3 “ምልአተ ጉባዔ መሟላቱን ሰብሳቢው ካረጋገጠ በኋላ ፤ የእለቱን መወያያ አጀንዳ በፅሑፍ ያቀርባል:: ጠቅላላ ጉባዔውም የእለቱን መወያያ አጀንዳ ካዳመጠ በኋላ ከቤቱ የሚጨመር አጀንዳ ካለ ተጨምሮ በቅደም ተከተል ጉባኤው ይወያይበታል። ምልዓተ ጉባኤው ከአልተሟላ ግን፤ ስብሰባው ለሌላ ቀን ይተላልፋል።” ይላል። ይህ አንቀጽ እንደሚከተለው እንዲሻሻል ሀሳብ ቀርቧል። “ሰብሳቢው መደበኛ አጀንዳዎች ላይ ለመወያየት 10% ምልዓተ-ጉባኤ መሟላቱን ካረጋገጠ በኋላ፤ የእለቱን መወያያ አጀንዳ በፅሑፍ ያቀርባል:: ጠቅላላ ጉባዔውም የእለቱን መወያያ አጀንዳ ካዳመጠ በኋላ ከቤቱ የሚጨመር አጀንዳ ካለ ተጨምሮ በቅደም ተከተል ጉባኤው ይወያይበታል። የእድሩን ህልውና የሚመለከቱ ጉዳዮች ላይ ግን ሰባአምስት ፐርሰንት (75%) ምልዓተ ጉባኤ ካልተሟላ ስብሰባው ለሌላ ቀን ይተላልፋል።” በዚህ የማሻሻያ ሀሳብ፦

አንቀጽ 34.4 ከዚህ እንደሚቀጥለው በአዲስ መልክ ይገባል። “የእድሩን ህልውና የሚመለከት አጀንዳ ላይ በሁለተኛውም የስብሰባ ቀን 75% ምልዓተ ጉባኤ ካልተሟላ ውይይት ሊደረግ ይችላል። ወሳኔ ለማሳለፍ ግን ሰባአምስት ፐርሰንት እና ከዚያ በላይ አባላት በስብሰባው ላይ በተለያየ መንገድ መገኘት አለባቸው።ይህ ቁጥር ካልተሟላ የሚወሰነውን ውሳኔ በሥራ ላይ ማዋል በፍጹም አይቻልም። በዚህ የማሻሻያ ሀሳብ፦

አንቀጽ 2.4 እና አንቀጽ 2.5 ይመለከታል። አንቀጽ 2.4 “ቡድን፦ እያንዳንዱ አባል ለእድሩ ዓላማ የሚውለውን ገንዘብ ድርሻውን በወቅቱ ገቢ ለማድረግ እንዲያስችል ታስቦ አባላትን በቡድን በቡድን መድቦ መዋጮውን የሚሰበስብበት ቀልጣፋ የአሰራር ስልት ነው::” እና አንቀጽ 2.5 “ቡድን መሪ፦በሥሩ የተመደቡትን ሐያ አባላትን የሚያስተባብር፣ የሚቀሰቅስ፣ በስሩ ከተደራጁ አባላት መዋጮ የሚሰበስብ፣ ለአባላቱ አስፈላጊውን መረጃ የሚያስተላልፍ የእድሩን ሥራ የሚያስተባብር የሚያንቀሳቅስ ቁልፍ የሆነ የእድሩ አንድ ዘርፍ ነው።” የቡድን እና የቡድን መሪ አሰራር ከዚህ ቀደም ሲሰራበት የቆየ ቢሆንም አሁን አስፋላጊነቱ እምብዛም ነው። ስለዚህ አንቀጽ 2.4 እና አንቀጽ 2.5 እንዲወጡ ሀሳብ ቀርቧል። በዚህኛው የማሻሻያ ሀሳብ፦

አንቀጽ 11.1.1 የተጠቀሱት እና በወላጆቻቸው መዝገብ ስር የቆዩ ልጆች 21 አመት እስኪሞላቸው አባል የመሆን ግዴታ የለባቸውም። ሀያ አንድ አመት ከሞላቸው በኋላ እስከ አንድ አመት ጊዜ ውስጥ ያለምንም ክፍያ አባል መሆን ይችላሉ። በአንድ አመት ውስጥ አባል ለመሆን ፍቃዳኛ ካልሆኑና በሞት አደጋ የመዋጮ ክፍያ ካልፈጽሙ፤ በተጨማሪ አንድ አመት ጊዜ ውስጥ (22 አመት እስኪሞላቸው) የመመዝገቢያ $125.00 ከፍለው የእድሩ አባል እንዲሆኑ የማሻሻያ ሀሳብ ቀርቧል። በዚህ የማሻሻያ ሀሳቡ፦

አንቀጽ 9.7 “የእድሩ ገንዘብ የሚንቀሳቀሰው ወይም ማንኛውም ክፍያ የሚፈጸመው በቼክ ብቻ ነው:: ከቼክ ውጪ በጥሬ ገንዘብ ምንም ዓይነት ክፍያ አይፈጸምም።” ይላል። አንቀጽ 9.8 ደግሞ “በእድሩ የባንክ አካውንት ዴቢት ካርድ እና ክሬድት ካርድ ማውጣት በፍጹም አይቻልም።” ይላል። ነገር ግን ይህ ላሳራር ምቹ ሆኖ ስላላተገኘ እድሩ የ $500.00 ጥሬ ገንዘብ (Petty Cash) ከእድሩ ጸሀፊ ጋር በማስቀምጥ አነስተኛ እና ጥቃቅን ወጪዎችን እንዲከፍል ከሚቴው ተስማምቶ እየተሰራበት ይገኛል። በተጨማሪም እድሩ የራሱ ዴቢት ወይም ክሬድት ካርድ እንዲኖረው ኮሚቴው ከስምምነት ላይ ደርሷል። ስላዚህ አንቀጽ 9.7 እና 9.8 እንዲወጡና አንድ አዲስ አንቀጽ ከዚህ እንደሚከተለው እንዲገባ ሀሳብ ቀርቧል። እድሩ የ $500.00 ጥሬ ገንዘብ (Petty Cash) ከእድሩ ጸሀፊ ጋር በማስቀምጥ አነስተኛ እና ጥቃቅን ወጪዎችን ይከፍላል። ጥሬ ገንዘቡ ካባንክ በቼክ የሚወጣ ሲሆን $50.00 ሲቀረው ይተካል። የእድሩ ጽሀፊም የእያንዳንዱን ጥቃቅን ወጪ ደረሰኝ ይዞ ለሂሳብ ሹም ያስረክባል። በተጨማሪም እድሩ የራሱ ዴቢት ወይም ክሬድት ካርድ አውጥቶ አንዳንድ ክፍያዎችን ሊፈጽም ይችላል። በ15ኛ የማሻሻያ ሀሳብ፦

Arizona Andnet Meredaja Edir (AAME) held its General Assembly meeting on March 30, 2024. However, due to time limitations and other factors, we were not able to vote on all of the bylaw amendments. The committee members have tried to utilize alternative technologies (Telegram Channel) to get your vote on these amendments. Unfortunately, almost half of the members have not subscribed to the telegram page of the Edir. Therefore, the Edir committee has decided to call a General Assembly on February 1, 2025. The committee is sending the list of bylaws to be amended. Each member is required to read and familiarize themselves with the recommended amendments and come prepared to vote on February 1, 2025. Please be advised that a final decision will be made by the members who are present on February 1, 2025.
The Edir committee has proposed to vote on the 18 items listed below. 15 of the proposals are amendments to the Bylaws of AAME and 3 proposals are to improve the financial condition of AAME. Your vote will help determine how the AAME will be managed and have a say on the financial matters of the AAME.

Article 33.1 states that “The General Assembly shall meet only once a year. Date, place and time of the meeting will be decided by the management committee and will be announced at least 15 days in advance.” However, since the establishment of the Edir, a General Assembly meeting has never been held once every year. In addition, the living conditions and workload of the members and committees do not make it possible to hold a general assembly meeting every year. But there has been a meeting every two years. Therefore, it was found necessary to amend this sub-article or clause. This sub-article shall be amended as follows: "The meeting of the General Assembly shall be held once every two years. Date, place and the time will be decided by the management committee and will be announced at least 15 days in advance.” Your VOTE on this amendment proposal is:

Article 33.4 says that "In order to hold a General Assembly meeting and pass a decision, more than two-thirds (2/3) of the regular members must be present at the meeting. However, if it is a matter concerning the existence of the Edir or about dissolving Arizona Andnet Meredaja Edir more than seventy-five percent (75%) of the members must be present at the meeting. If this is not the case, it is possible to discuss about the existence or dissolution of the Edir on the day of the meeting, but it is not possible to pass a decision." Given the work and various living conditions of the members, this has never been the case. That is the 2/3 Quorum requirement has never been met in any General Assembly meeting and a second General Assembly meeting has never been called. Although it is written in the Bylaws of the Edir, it has been repealed in practice. We also do not find it necessary to have a 2/3rd Quorum to discuss and decide on ordinary and regular agendas that do not affect the existence of the Edir. Furthermore, while we do research, we have found that most charity organizations have a very low attendance rate for their General Assembly meetings of their members and thus set a very small percentage (5% to 10%) Quorum in their Bylaws. Since we have been deciding regular issues by the assembled members, the committee believed that it should continue the same way in the future and that the 2/3 Quorum is too high and it is just an obstcale to conduct regular meeting and therefore the committee believes this should be amended by reducing the Quorum percentage or number significantly. It is proposed that the quorum for the General Assembly meeting to be 10 percent (i.e. 47 members out of our current 471 active members) including the committee members present at the meeting. The first sentence of Article 33.4 is proposed to be amended as follows: "If a general assembly meeting shall be held on regular matters that do not affect the existence of the association (i.e., on the agendas other than dissolving the association), a decision can be made by 10% or more members present in person at meeting, by the votes of their representatives, attended by Zoom, Teams, Telegram Channel and other technological platforms. A quorum is considered fulfilled if 10% members attended the General Assembly meeting in any possible way. Article 34.3 states that "After the chairman confirms that the quorum has been fulfilled; He presents the day's discussion agenda in writing. This is regarding Article 2.4 and Article 2.5. Article 2.4 defines and explains Group "Group is an efficient method of collecting contributions by grouping members into groups so that each member can pay their share on time for the intended purpose of a death incident." And Article 2.5 defines and explains "Group leader is someone who coordinates and mobilizes 20 members assigned under him, collects contributions from the members organized under him, transmits the necessary information to the members, and coordinates the work of the group. Article 9.7 states that “The association’s financial transactions or any payment shall be made by check only. No payment will be made in cash other than by cheque or warrant.” Article 9.8 also states that "The association (the Edir) shall not have either a debit card and /or credit card that is linked to Edir’s bank account.” However, we found that using a check or warrant for all payments is not convenient, so the Committee agreed to maintain $500.00 Petty Cash with the secretary of the Edir to cover small and minor expenses. In addition, the Committee agreed that the Edir shall have its own debit and/or credit card. Therefore, it is suggested that Article 9.7 and 9.8 be removed and a new Article be inserted as follows: “The association (Edir) shall maintain revolving $500.00 Petty Cash with the Secretary of the Edir to cover small and minor expenses. The Petty Cash will be established with a check written and given to the Secretary and reinstated when $50.00 remains. The Secretary in charge of the Petty Cash shall keep all the receipts of every petty expense and submit it to the accountant. The Edir has disbursed $15,000 on 1/2/2025 to cover funeral expenses of our member Ato Gebreselassie Geda. As outlined in the Bylaws of the Edir, this expense shall be allocated to the remaining qualifying and active members. Accordingly, it was decided that each member’s contribution will be $35.00.
